I did not grow up with Mr. Rogers. I was a Captain Kangaroo man. Without fail, every morning I was in front of the tube watching the Captain, Mr. Greenjeans and Bunny Rabbit do their thing. Perhaps because of that, neither of my kids was a Rogers fan, either.

My familiarity with Fred Rogers came during adolescence. I still did not watch the show, of course. Not one of my friends ever admitted to ever having watched it, even as pre-schoolers, although many undoubtedly did. How else could they claim to be mimicking him? Personally, though, I learned of Rogers and his mannerisms the way my parents feared I would learn about sex: on the street. He was the object of a great deal the kind of scorn that only a teenager can summon up. I do not claim that the scorn was in any way justified. Only that it existed and was liberally applied with what was considered great wit back then. "Can you say 'asshole'? Sure you can."

Despite all that, Rogers was clearly an icon for a vast number of Americans in their youth. And just as clearly, he and his show had an affect on them. That affect could only have been good, since the man was, to say the least, kindly. His death the other day will mark the end of an era for many Americans of a certain age.

But Captain Kangaroo still had a much better show.

I don't have many readers. That much is apparent from the hit counter below. It doesn't matter much beyond pricking my vanity. I don't write for you, I write for me. (Yeah. Right. Uh-huh.)

Well, it matters sometimes. Like when you find something incredible and want to share it. I was reduced to telling Glenn Reynolds about it. Okay, so "reduced" isn't the right word. But I want to send a couple of thousand people (at least) to read what I read, and odds are I won't ever be able to.

Go read this. Now. Both of you.

The True Majority wants your participation. They are offering to send a fax to your Senators. The suggested language was as follows:

I am a constituent of yours and I write today as a participant in Win Without War's Virtual March. I am one of the majority of Americans concerned that President Bush's rush to war is dangerous and unnecessary.

Our nation needs to support tough United Nations inspections. Going to war with Iraq will kill thousands of civilians and soldiers, create an atmosphere that breeds terrorists, and divert money from programs that can really create a safer and more just society.

Please do everything you can to support the inspections process and resist our nation rushing to war.

Well, I am a lawyer, and I make my living by the pen, so to speak. When I read that proposed message, I thought it could be improved. No surprise there. All lawyers think they write better than anyone else. So I got out my virtual blue pencil and started making changes. This is the end result:

I am a constituent of yours and I write today to take advantage of the facilities provided by Win Without War's Virtual March. I am one of the majority of Americans concerned that President Bush's failure to commence hostitlies in Iraq is dangerous.

Our nation has supported tough United Nations inspections. The inspectors are sneered at and ignored by Iraq. Additional inspections, longer inspections, more intrusive inspections are not the answer. Not even France supports more "muscular" inspections (at least not a couple of months ago).

The opponents of this war claim that it will result in thousands of civilian and military casualties. The same claim was made before (and during and after) the campaign in Afghanistan. That claim was not true in Afghanistan and I believe it will also prove to be untrue in Iraq.

Opponents of war with Iraq also claim that it will create an atmosphere that breeds terrorists. "Atmosphere" does not create terrorists. A perception on the part of potential terrorists that there is no cost associated with becoming a terrorist creates terrorists. Direct and indirect support from a government helps, as does support from extremist clergy.

Opponents of the war claim that it will divert money from programs that can really create a safer and more just society. "Programs" won't stop airliners from flying into skyscrapers. Programs deal with the death and destruction created when airliners are flown into skyscrapers.

Opponents of the war claim that there is no evidence that Iraq supports terrorists. That is simply not true. Among other things, Iraq proudly announces that it pays large sums of money to the the families of suicide bombers in Israel. Then, of course, there is the presence of Abu Nidal in Baghdad. The hijacker of the Achille Lauro lived out his life under the protection of the Iraqi regime. I have no doubt that there is much our government doesn't know. I am sure that there is even more that I, personally, don't know. But money and safe haven for terrorists constitute support for terrorists and terrorism. Any argument to the contrary is just plain wrong.

Finally, opponents claim that we are "rushing" to war. I must say that this has to be the slowest rush I have ever witnessed. It has been twelve years since Iraq agreed to disarm in order to evade the consequences of its invasion of Kuwait. During that time, it has been provided with opportunity after opportunity to disclose and destroy the weaponry it agreed it should not have. If it has not done so in twelve years, why should I believe that it will do so in the future?

Please do everything you can to oppose further inspections and to commence hostilities in Iraq quickly, for reasons both tactical (we can't have the current military build up there indefinitely, we must use it or recall it) and strategic (changing the course of Middle East politics, raising the costs associated with both opposition to the US and with supporting terrorism).

If the True Majority folks refuse to deliver my message as promised, do I get to claim that my First Amendment right of free speech is being suppressed?

The President has ordered the Pentagon to come up with rules concerning information warfare: basically when and how we will attack computer networks belonging to the enemy. The expert quoted most often in the article is Richard Clarke, who, we are told, resigned last week as an adviser to the President on this very topic. We are not told why or under what circumstances he resigned. Nor are we told whether he has an ax to grind as a (possibly) disgruntled ex-advisor to the President. Is he the source who leaked the secret directive which is the basis for the article? If so, don't you think he should have waited more than a week after resigning?

There are a couple of truly idiotic lines, such as:

By penetrating computer systems that control the communications, transportation, energy and other basic services in a country, cyber-weapons can have serious cascading effects, disrupting not only military operations but civilian life.

Ya think? The question is not whether there will be an effect on civilian life. War tends to do that, anyway. The question is whether disabling a computer network will have more or fewer undesired effects than the alternatives.

And:

“There are questions about collateral damage,” Clarke said. As an example, he cited the possibility that a computer attack on an electric power grid, intended to pull the plug on military facilities, might end up turning off electricity to hospitals on the same network.

True. But wait a minute. Wouldn't a successful attack with conventional bombs on the same power grid have the same effect of cutting off power to any hospitals using that grid? And wouldn't the effects of a "cyber bomb" on that grid be easier to repair in the aftermath of the battle, thus restoring power to our hypothetical hospital sooner than would be the case if the transformers, the transmission lines and the towers carrying the transmission lines were all in little bits and pieces? A desire to avoid turning off the power to that hospital is a reason not to attack the grid at all. It is not a reason to attack it with conventional, as opposed to informational (?) weapons.

The article includes one suspiciously passive paragraph that caught my attention. The rest of the article is "Bush did this" and "This guy said that" and "This other guy said this other thing". And then, right smack dab in the middle, comes this:

The current state of planning for cyber-warfare has frequently been likened to the early years following the invention of the atomic bomb a half-century ago, when thinking about how to wage nuclear war lagged the ability to launch one. (Emphasis added by me.)

What immediately came to mind when I read that was, "Is the author telling us that we can't leave these dangerous toys laying around where the neanderthals at the Pentagon might see them and want to play with them?" That might not be entirely fair, since there was in fact a period following the invention of the atom bomb in which there was no clear strategy on when and how to use it. There was a debate between the "This is just a bigger better bomb, no different than the ones we dropped on Gernamy except for the size of the bang" crowd and the "This is a different type of weapon altogether and we must adapt our plans to it, rather than the other way around" bunch. The debate was eventually won by the latter group. My guess is that the debate ended when two things happened. One, nukes became so powerful that the consequences of their use gave even the stoutest heart pause; and two, the Soviets developed the ability to do unto us what we could do unto them.

But that passive voice bothers me. Likened by whom, please? (Clarke?) How frequently? Always by the same person? The passive voice can be (and more than occasionally is) used by journalists to pass off an unsupported opinion of their own or of an expert.

There. I just did it myself. See how easy that was?

My contribution to the post-Columbia discussion:

After we mourn the loss of seven good souls and an expensive but relatively ancient spacecraft, there are two main questions I have about our space program. Neither of them is whether we should have such a program.

No, my questions are: (1) How are we going to gain access to space in the future and (2) What are we going to do once we get there.

Rand Simberg is right. Economics is the key to both questions. The cost of space access must be brought down. If (when?) it is cheap to get into space, people will get into space. Once people are in space in large numbers, off-earth facilities will follow inevitably. But the cost of establishing those facilities must also be limited. There must be an eventual end to (or at least a vast reduction in) the support required to maintain the facility once it is up and running.

For the time being, access to space will continue to be via chemical fired rockets. The only other possiblity now on the horizon appears to be a space elevator. You don't need to go farther than Arthur Clarke to see how such a thing might be constructed and operated. There are two major problems, however. One, because the elevator would have a fixed base on earth, its other fixed point would have to be in geostationary orbit, about twenty four thousand miles above the equator. I don't think we have the materials or the technology to do it in anything like the near future. Two, it would present a big fat vulnerable target on earth for the crazies. And the crazies, like the poor, will always be with us. These are people who thought it was cool to bring down two 100 story towers (about 1000 feet each). How much cooler would they think it was to bring down a structure twenty four thousand miles high? Bringing down the WTC towers caused billions in damage to New York City. Bringing down a space elevator would cause worldwide damage on a scale hard to imagine, though someone already has. I think it was Fred Pohl (recently dead, alas) wrote a story about the collapse of a space elevator as a result of a terrorist attack. How would you defend the parts of the structure accessible to the crazies (say the parts within reach of your basic military aircraft, or about one hundred thousand feet)?

The second question is, to my mind, a no brainer. When we get off this planet (to wherever) on a large scale, we should stay and live there. I fervently believe that we have to get a significant number of us off this planet. That means we have to establish permanent, self supporting and nearly self sufficient communities elsewhere. The self supporting and nearly self sufficient parts of that are the most important. If those are achieved, permanent will take care of itself. For this to work, once the project is up and running, it should not require much time, effort or money to keep it running. Otherwise, the facility will never be built or will be abandoned once built. Again, economics is the key to the problem.

Where should this be done? The moon, Mars and space itself are the only three possiblities for the foreseeable future.

Sgt Stryker argues for a mission to Mars as a new overarching goal for the space program. Going to Mars and establishing an off-earth facility there has several advantages over the alternatives. There would be more resources available than would be the case at either a moon or a space based habitat. Mars has an actual an atmosphere, such as it is. It would be easier to build and maintain a facility there than it would be in space or on the moon. And presumably Mars can be mined in a manner similar to the moon or the asteroids. The primary disadvantage, as I see it is distance. Mars is far, far away, and hard to get to. How far away and how hard varies. Mars and the Earth do not march around the Sun in lockstep, so they are not always the same distance from each other. That means that it will be impossible to deal with emergencies on Mars from earth. With a moon or space based facility, help can arrive within days. Not so for Mars. Whoever is on Mars will largely be on their own. A secondary disadvantage is that Mars has its own gravity well. Assuming we get to Mars and establish a self sufficient, self supporting colony there means we escaped Earth's gravity well (paying a big price to do so) and climbed right back down into another one. That said, it would be easier to climb back out of Mars' gravity for two reasons: Mars' mass is substantially lower than that of Earth, so its gravity is not as strong and Mars' atmosphere presents much less of a barrier than does Earths to vehicles traveling at escape velocity. Mars also has a huge mountain that nearly pokes itself right out of the atmosphere.

My guess is that Mars would be an eventual goal because it can be assumed to be able to support many more people than either a space based or moon based facility could.

Space: Space habitats are a long, long way off. It's taken us decades to build a space station that requires constant resupply and can support a only few people at any one time. Indeed, because the destruction of Columbia has (temporarily?) grounded the shuttle fleet, the resupply of the International Space Station is a significant problem. How much longer would it take and how much more would it cost to build a nearly self sufficient station that can support thousands and is economically self supporting? If it is to be space based, it doesn't matter where it is. Whether you put the thing in high earth orbit, in orbit around the moon, or at a Lagrange Point is irrelevant. The problem is getting it built. Even assuming that such a thing is feasible using available technology, the cost would be prohibitive. And once you build it, what have you got? A place for thousands to live and do exactly what? What resources will be available to work with? Lots of solar energy and precious little more, unless you sent the thing out to the asteroid belt to do some mining. But in that case (and if you locate it at either of the two Lagrange points where orbital mechanics are stable), you have the same distance problem as you do with Mars.

The Moon: I think that its possible that a moon facility would be of more immediate practical use. Mines and mass accelerators on the moon can vastly reduce the amount of stuff we have to haul up from sea level to low earth orbit to continue operations in space. Escaping the earth's gravity well is a large chunk of the cost (and risk) of space operations. Who said "when you achieve LEO, you're halfway to anywhere", Heinlein? Pohl? Adding a source of supply outside that gravity well (and not in any other gravity well) may be the key to reducing that cost. It might make either or both of the other possiblities economically feasible. It would certainly change, but probably not reduce, the risks involved. And we already have most, if not all, of the technology to do it.

So my vote is for a permanent, self supporting and nearly self sufficient facility on the moon as a first step into space.

UPDATE. Paul Palubicki (a/k/a Sgt.Stryker) writes to inform me that the novel concerning the destruction of a space elevator was Red Mars by Kim Stanley Robinson. He also notes correctly that the Earth end of an elevator would have to be on the equator. He's not too keen on the governmental structures in place in most equatorial countries and suggests that if the US is to build an elevator, the treatment of Panama and Columbia during the construction of the Panama Canal might be instructive. Good point, although I could see creating an aritficial island to serve as the Earth end of things.
